Roman Lisbon Beneath the Hills: Theatre, Port Warehouses and the Street Plan of Olisipo

The Roman city is visible only when its fragments are allowed to disagree
Roman Lisbon presents a historical tension that the modern city makes easy to miss. On the southern slope of the Castle hill, the remains of a monumental theatre announce civic ambition, imperial allegiance and a carefully ordered audience. Down by the former river edge, fish-salting tanks, amphora groups, storerooms and work surfaces describe a city concerned with processing, storage and exchange. Between those zones lie streets whose present gradients, basements and building lines can suggest continuity, but rarely prove it. The temptation is to join every fragment into a clean Roman plan. The more useful task is to understand why the fragments do not form a clean plan, and what that incompleteness says about Lisbon.
The defensible reading is that Olisipo was shaped by three interacting forces. The first was the steep topography of the Castle hill, which made the slope itself part of public architecture. The second was the Tagus estuary, whose shoreline, inlet and working margins drew industry and storage into the lower city. The third was repeated rebuilding. Late Roman adaptation, medieval fortification, early modern construction, the reconstruction after the 1755 earthquake and twentieth-century cellar works did not simply cover one city with another. They preserved some structures by burying them, reused others as foundations or building material, and removed the stratigraphy that would have explained how surviving walls related to one another.
That is why the Roman city beneath Alfama and Baixa should not be imagined as a complete street map waiting to be uncovered. It is better understood as an evidence chain. The theatre establishes the relationship between monument, slope, river view and civic hierarchy. Casa dos Bicos and the industrial sites of Baixa establish the importance of fish processing, amphora circulation and a shoreline very different from the present one. Excavations in Rua do Ouro show that orientations can recur across separate sites, but also that later foundations and cellars make urban reconstruction provisional. Together, these places reveal a city whose public face looked downhill and whose productive life depended on the water below.
What is secure: excavated structures, documented depths, construction phases, artefact groups and repeated orientations at named sites.

The theatre was a building for seeing society as much as seeing a performance
A monument fitted into the Castle slope
The Museu de Lisboa–Teatro Romano preserves the most forceful surviving statement of Roman civic architecture in the city. The national heritage inventory places the ruins on the slope of the Castle hill, semi-buried at roughly eight metres below the modern surface. It dates the first construction to the opening years of the first century CE, records a major ornamental remodelling in 57 CE and gives an estimated capacity of about 4,000 spectators. The surviving elements include the semicircular orchestra, parts of the stage infrastructure, the floor of the hyposcaenium and supports associated with the wooden stage. These are not isolated architectural labels. They explain how the monument converted a difficult hillside into a public interior. By the Augustan period, Felicitas Iulia Olisipo held the privileged status of a municipium civium Romanorum. That legal identity does not make the city socially uniform, but it helps explain why monumental public architecture and local benefaction carried such weight. The theatre announced that this Atlantic municipality participated in a political and architectural language shared with Rome and the provincial capital, Augusta Emerita, while adapting that language to a steep river-facing site.
The cavea, or seating bank, exploited the natural descent of the hill rather than fighting it. The theatre therefore belonged simultaneously to architecture and terrain: rock-cut or rock-supported seating rose behind the orchestra, while the stage building created a monumental front toward the lower city and the river. A scholarly reconstruction describes the theatre as facing the Tagus, with the porticus post scaenam behind the stage arranged on parallel, stepped volumes. River-facing terraces, porticoes and planted courts would have enlarged the complex beyond the performance space. The result was not merely an efficient use of a slope. It made Roman public life visible in the landscape.
For a repeat visitor who already knows Lisbon as a sequence of viewpoints, this changes the meaning of the hill. The modern pleasure of looking from Alfama toward the Tagus is not evidence of an unbroken visual tradition, yet the theatre demonstrates that the relationship between elevation and river prospect was already politically useful in the early imperial city. From the slope, the building could proclaim Olisipo’s participation in Roman civic culture. From below, its stage architecture and terraces would have made the hill appear organized, monumental and controlled.
The orchestra was a map of rank
The theatre’s social argument is clearest close to the stage. The orchestra was not simply the best acoustic or visual position. Surviving broad steps identified as proedria were reserved for elites, while the principal entrance on the east side led privileged spectators toward this zone. The architecture directed different bodies through different paths and placed them at different distances from performance and public attention. Seating therefore enacted hierarchy before a play began. A crowd of several thousand could experience itself as a civic body, but not as an equal one.
The 57 CE remodelling sharpened that message. Grey and pink stone, treated within the Roman category of marmora, was used in the central decorative programme. The orchestra received a patterned opus sectile pavement; the proscaenium was refaced; and the new work was associated with an inscription naming Caius Heius Primus, a freedman and perpetual Augustal who dedicated the intervention to Nero. Public benefaction of this kind, often discussed under the term evergetism, connected private wealth, religious office, imperial loyalty and municipal advancement. The building communicated the emperor’s order, but it also gave a local patron a place within that order. This makes the theatre more than the city’s most photogenic Roman survival. It is evidence for how civic hierarchy was made material. The audience encountered political structure through entrances, seating, surfaces and sightlines. The freedman patron, the imperial dedication and the elite places around the orchestra complicate any simple division between ruler and ruled. Romanization here was not an abstract cultural influence descending from Rome. It was a local process in which ambitious inhabitants funded, occupied and renewed the architecture of Roman public life.
There is also a productive contrast between the theatre’s monumental language and the later fate of its materials. The site appears to have remained in use into late antiquity, after which occupation changed and architectural pieces were progressively removed or reused. What had once fixed status in stone became a quarry for later Lisbon. The theatre survived not because the city preserved it intact, but because lower parts cut into the hill were difficult to erase completely. Its most durable component was the topography it had enlisted.
Olisipo was organized by slope and water before it could be reconstructed as a grid
Roman urbanism is often explained through the cardo, decumanus and an orthogonal street system. Those concepts are useful, but Lisbon’s topography demands restraint. Roman planners could impose regular parcels and recurring orientations, yet the Castle hill, existing settlement, shoreline and the watercourse known as the Esteiro da Baixa limited any single ideal geometry. Even the general Roman planning model allowed local terrain to modify the textbook scheme. In Olisipo, the strongest evidence points not to one perfect grid but to several organized zones responding to different conditions.
The theatre belongs to the middle slope, where a major public building could exploit elevation. The lower city belonged to the estuarine margin, where workshops, tanks, storage areas and port-related structures needed water access and relatively workable ground. The ridge and summit held earlier occupation and later defensive importance. Movement between these zones was therefore vertical as well as lateral. A Roman street plan for Lisbon must account for terraces, descents and changes in level, not merely lines drawn north–south and east–west.
This vertical organization produces an interpretive payoff. The theatre and the river industries were not separate stories, one cultural and one economic. They were parts of the same urban system. The monument’s position advertised civic identity toward the river corridor that sustained the city. The working waterfront below transformed fish, received containers and stored goods moving through the Tagus network. The river was both audience and infrastructure: a visual field for the public city above, and a transport environment for the productive city below.
Modern Lisbon still encourages movement from hill to river, but that resemblance must not be mistaken for direct survival of Roman streets. Topography can preserve directional habits without preserving exact alignments. People repeatedly seek manageable gradients, stable ground and access to water; later builders also inherit walls, property divisions and routes whether or not they understand their origin. Continuity may therefore exist at several scales. A corridor can persist while its pavement shifts. A parcel orientation can recur while its function changes. A modern street can follow the same slope as a Roman route without sitting precisely over it.
Casa dos Bicos makes the Roman waterfront tangible
At Casa dos Bicos, the archaeological remains below the early sixteenth-century house bring the productive river edge into unusually close contact with a famous later façade. Excavations identified four rectangular fish-processing tanks lined with opus signinum, the waterproof mortar used in installations that had to contain liquid and resist repeated cleaning. The tanks were not all built at once. Differences in construction and the junction between the eastern and western pairs indicate distinct phases, suggesting that the workshop was enlarged or reorganized rather than conceived as a single fixed unit.
The excavated tanks had a combined capacity estimated at about 37 cubic metres, and the installation probably extended beyond the area preserved beneath the building. Capacity alone does not tell us which product occupied each tank or how continuously the workshop operated. It does, however, move the site beyond the scale of household preparation. The architecture belongs to organized production. Its position near the ancient shoreline connected access to fish, salt, water, containers, labour and outward distribution.
The phases also matter because they prevent the visitor from treating “Roman Lisbon” as one moment. A tank complex could be expanded, repaired, repurposed and eventually cut off from direct beach access by later construction. The site’s late history suggests that the building of a defensive wall changed its relationship with the shore and may have contributed to the abandonment of fish processing there. Urban infrastructure that protected the city could undermine an industrial location whose usefulness depended on open access. The waterfront was therefore not a static industrial belt; it was a contested edge altered by defence, sediment, construction and changing commercial needs.
Casa dos Bicos also reveals how archaeological visibility is shaped by later prestige. Visitors encounter the Roman tanks because a celebrated Renaissance-era building now frames them, yet the ancient workshop did not exist to anticipate that monument. Its importance lies precisely in the contrast. The pointed-stone façade above belongs to a mercantile Lisbon oriented toward Atlantic expansion; the tanks below belong to an earlier river economy embedded in Roman Lusitania and wider Mediterranean exchange. The two layers are not the same story, but their superposition shows how repeatedly Lisbon’s wealth returned to the river margin.
What the amphora group can and cannot prove
Artefacts from Casa dos Bicos make the network more precise. In one excavated phase, 17 of 21 amphora individuals, or 80.95 percent, were products of the Tagus and Sado valleys. Lusitana 3 was the most numerous form in that sample. The same context also contained containers or ceramics connected with other regions, including the Guadalquivir, Gaul and North Africa. The quantitative discussion appears in the study of production, consumption and food commerce at Casa dos Bicos.
The percentage is striking, but it needs disciplined interpretation. It applies to a defined archaeological context, not to every phase of the workshop and not to the whole port of Olisipo. Some amphora fragments in fills may be residual, meaning that they were older pieces moved into a later deposit. An amphora type indicates a production tradition and probable contents, but a broken container can pass through several uses before deposition. The assemblage is therefore not a preserved warehouse ledger.
Even with those cautions, the pattern is meaningful. A strong Tagus–Sado component shows that the lower city was deeply connected to regional production systems. Olisipo did not merely import prestige goods from a distant Mediterranean. It participated in a Lusitanian economy that produced containers and processed food at substantial scale. Imported wares then place that regional system within longer routes. The useful picture is neither isolated localism nor passive dependence on Rome. It is a port city whose nearby valleys supplied much of the material flow while maritime links extended far beyond them.
For the visitor, amphorae are most illuminating when compared with the tanks. The tanks show fixed investment: masonry, waterproofing and a commitment to place. Amphorae show mobility: standardized containers, changing contents, reuse and routes of distribution. One anchors production to the waterfront; the other carries that production away. Reading them together explains why the Roman river edge mattered more than a collection of individual objects can.
Baixa preserves a shoreline that the Pombaline streets conceal
Casa dos Bicos is only one point in a broader archaeological pattern. Research in Baixa has identified a succession of fish-processing installations and storage spaces along the former estuarine margin. The Núcleo Arqueológico da Rua dos Correeiros is the best-known concentration, but excavations in Rua dos Fanqueiros and at the junction of Rua da Madalena and Rua de São Julião extend the industrial picture across the lower city. Their distribution suggests a working zone arranged around the old inlet and river beach rather than the straight streets visible today.
No complete excavated quay settles the plan of the port. Instead, the river landscape emerges through converging evidence: the cryptporticus beneath Rua da Prata, storage spaces interpreted as horrea at Rua dos Correeiros and Rua da Madalena, processing tanks, amphora groups and the reconstructed course of the Esteiro da Baixa. Each strand is incomplete. Together, they make a lower commercial and industrial zone oriented toward water access far more persuasive than any attempt to locate the port through one monument alone.
At Rua dos Fanqueiros, two salting tanks were recorded about 1.5 metres below the current Pombaline pavement, close to the ancient river beach and downstream from the Rua dos Correeiros complex. That depth is immediately useful because it places a Roman production surface in relation to a modern walking surface. It also warns against imagining a uniform buried city: 1.5 metres in Baixa is not comparable in a simple way with the theatre’s roughly eight-metre burial on the Castle slope. Each site has its own history of construction, fill, erosion, cellar cutting and pavement raising.
At Rua da Madalena and Rua de São Julião, excavations found a late Roman storage space associated with amphorae used for fish products, including Almagro 51C and Almagro 50 forms, together with African red-slip ware. Two rows of amphorae remained against a wall, and the excavated storeroom was about 2.5 metres wide. The site has been dated to the fifth century CE, making it especially important for understanding continuity and change after the high imperial period. The late date complicates any story in which Roman commerce flourishes and then abruptly disappears. Storage associated with fish products remained part of the lower city’s life while other institutions were being abandoned, adapted or dismantled. The theatre’s public function may have ended, but the river economy did not vanish at the same moment. Different urban systems had different rhythms. Civic spectacle, domestic occupation, defence and food distribution could all change on separate schedules.
The geography also helps explain why modern Baixa can be misleading. The eighteenth-century grid is so visually coherent that it encourages the assumption that it expresses the underlying terrain better than earlier cities did. In fact, it regularized a valley whose ancient edge included water, beach and industrial plots. A person walking Rua dos Fanqueiros or Rua da Madalena is crossing the former operational zone of a port city, but the modern façades give little indication of where firm ground ended, where access descended to the water or how workshops turned toward the inlet.

Why specialist interpretation changes the result
By this point, the value of an archaeology-led visit is concrete rather than ceremonial. The relevant remains are dispersed among a site museum, building basements and modern streets. Some are visible; others matter because excavation reports establish what lies beneath an ordinary address. A specialist can connect theatre architecture, river geomorphology, amphora typology and later rebuilding while marking the boundary between documented evidence and plausible reconstruction. That prevents two opposite failures: reducing Olisipo to a few masonry fragments, or drawing a complete Roman city from evidence that is still partial.

Burial depth is historical evidence, not a universal Roman level
The phrase “Roman Lisbon beneath the city” can suggest a single horizontal layer. The documented sites show why that image is false. The theatre is deeply embedded in the Castle slope. The Fanqueiros tanks sit much closer to the present pavement. Casa dos Bicos contains successive ancient and later structures at several elevations. Rua do Ouro preserves Roman remains inside a basement already cut into a Pombaline building. These depths are products of local history, not a citywide datum.
Several processes create the difference. On a slope, structures can be cut into rock on one side and built up on the other. A monumental complex may use retaining walls and terraces that survive below later houses. In a low estuarine zone, sediment, deliberate fill and repeated paving can raise the walking surface. A major reconstruction can regularize streets while its foundations penetrate older deposits. Modern service works and cellars can then remove upper layers, leaving only features sunk below Roman floors.
This is why an isolated depth figure should never be converted directly into a date or a claim about sea level. The Fanqueiros measurement tells us where the tanks sit beneath the Pombaline pavement at that location. It does not establish that every Roman surface in Baixa lies 1.5 metres down. The theatre’s eight metres do not mean the whole Roman city is buried at that depth. Archaeological levels are relational: a wall foundation, floor, drain, tank rim, collapse deposit and later fill each occupy different positions and represent different actions.
The same principle applies to “street level.” A Roman road surface may be repaired several times. Adjacent buildings may have thresholds above or below it. A later street can cut into an earlier one, drift sideways or preserve only its general corridor. Beneath Alfama, where relief is pronounced, steps and ramps complicate any comparison with the flatter Baixa. The responsible reconstruction therefore asks which surface is being measured, what sealed it, what cut it and whether nearby levels are genuinely contemporary.
For a visitor, the practical consequence is liberating. One does not need to imagine a complete buried pavement under every modern street. Instead, each descent into an archaeological space becomes a section through a different part of the city. The theatre shows monumental terracing. Casa dos Bicos shows an industrial edge altered by walls and later buildings. Baixa basements show how modern construction can both expose and truncate Roman remains. Depth becomes a record of urban transformation rather than a theatrical effect.
Rua do Ouro shows why a perfect Roman grid is an attractive mistake
A preventive excavation at Rua do Ouro 133–145 offers one of the most instructive tests of Roman street-plan claims. The work took place in a Pombaline building whose interior had already undergone substantial later alteration. In a basement area of less than 12 square metres, archaeologists identified a Roman wall, a small altar set against it, a tank, substantial bases and other masonry. The remains formed a complex construction sequence, but the excavated area was too restricted and too disturbed for the original function of every space to be established with confidence.
That limitation is not a weakness to hide. It is the evidence. Eighteenth-century foundation and bracing walls cut through Roman deposits; a cellar opened in the mid-twentieth century removed much of the upper sequence; and medieval activity had already affected earlier remains. What survived was disproportionately made up of structures below former circulation levels. The excavation therefore produced both information and an anatomy of information loss. The Rua do Ouro study of Olisipo’s western suburb is explicit about these constraints.
The site nevertheless contributed an important orientation. Roman structures at Rua do Ouro followed geographic north, aligning with tendencies observed at the northern road of Olisipo, parts of the north-western necropolis at Praça da Figueira and fish-product workshops farther east in Baixa. This repeated direction supports the existence of planned parcels or urban ordering in the imperial period. It does not, by itself, prove a single citywide grid, a continuous road beneath Rua do Ouro or a direct survival into the Pombaline plan.
The authors’ more nuanced proposal is especially valuable: the lower city may reflect several episodes of municipal parceling between the late first century BCE and the later imperial period. Different sectors could share orientations because administrators repeatedly organized land around routes, drainage, water edges and property needs. The functions within those parcels could vary—burial, housing, manufacture or something else—without changing the underlying municipal concern with access and boundaries.
A strong claim: several excavated structures in Baixa share orientation trends, indicating deliberate Roman organization.

An unsupported claim: the present Pombaline street directly reproduces the Roman road below it from end to end.
This distinction matters because Lisbon encourages visual analogy. Rua do Ouro, Rua Augusta, Rua dos Fanqueiros and Rua da Prata form such a persuasive modern system that any ancient north–south wall can seem to confirm continuity. Yet the Pombaline grid was a post-earthquake project with its own surveying, property and engineering logic. Similar orientation can arise from the valley itself as well as from inherited structures. The correct conclusion is not that continuity is absent, but that it must be demonstrated site by site and scale by scale.
Later Lisbon preserved Roman remains by using, burying and damaging them
The history of the theatre demonstrates the paradox. The ruins were encountered around 1798 during works connected with rebuilding after the 1755 earthquake. Francisco Xavier Fabri recorded parts of the monument in unusually valuable drawings, including structures that were later lost. Stone was then reused and new buildings rose over the remains. Scientific excavation resumed only in the twentieth century, including work from 1964 onward. What visitors see today is therefore partly a Roman monument and partly the result of decisions made during several rediscoveries.
The post-earthquake moment did not simply reveal the past to an antiquarian public. It exposed Roman masonry at a time when Lisbon urgently needed material, foundations and habitable buildings. Documentation and destruction could occur almost together. Fabri’s record preserves knowledge of elements that physical rebuilding removed. This is a central lesson for the whole city: an archaeological site can survive as drawings, fragments and alignments even when much of the structure itself has gone.
At Casa dos Bicos, later walls and buildings changed the relationship between workshop and shore. Medieval and early modern construction protected some buried tanks by sealing them, while cutting or covering other parts. The famous house above is itself a preservation mechanism and an obstruction. It prevented wholesale clearance in some areas, but access is limited to what survived beneath its footprint and subsequent interventions.
Rua do Ouro offers a harsher version of the same process. Pombaline foundations crossed Roman spaces, and a twentieth-century cellar removed layers without archaeological documentation. Yet the basement also created the circumstance in which surviving deeper features could be found during later preventive work. Modern development is therefore neither a simple enemy nor a neutral window. It selects what remains visible. Deep tanks and foundations often outlast floors, occupation deposits and light walls, biasing the ancient city toward masonry-heavy interpretations.
This selective survival affects historical narrative. Monumental architecture appears important because it was important, but also because large stone structures endure. Fish tanks appear repeatedly because waterproofed, sunken installations resist destruction. Timber storage fittings, market activity, temporary wharves and the everyday movement of labour are much harder to recover. The surviving city can make Roman Olisipo seem composed mainly of theatres, walls and vats. Archaeological interpretation has to restore the people and processes that those durable forms only imply.
The post-1755 city deserves to be read in its own right rather than treated as a lid over antiquity. Pombaline Baixa transformed circulation, building standards and commercial organization after catastrophe. Its coherence is historically significant even where it obscures Roman ground. The most productive comparison asks how two urban regimes used the same valley: the Roman city organized a river-facing productive edge across changing parcels, while the eighteenth-century reconstruction imposed broad regularity, standardized façades and a new relationship between streets and blocks.
How to discuss surviving Roman alignments without turning hypothesis into certainty
A responsible account of Olisipo’s street plan begins with repeated evidence, not resemblance. An alignment gains weight when independent excavations reveal walls, roads, drains or property boundaries on comparable orientations and when their dates overlap. It gains further weight if the direction makes sense in relation to known topography, a city gate, a shoreline or a major public building. Even then, the evidence usually supports a corridor or planning tendency more securely than an exact modern street match.
- Start with the excavated feature. Identify whether the evidence is a road surface, wall, drain, threshold, tank edge or later foundation. Different features say different things about movement.
- Check chronology. Two parallel walls built two centuries apart do not necessarily belong to one plan. A parcel can be re-established or shifted.
- Account for topography. The Castle slope, the valley and the former water edge constrain direction. Similar responses to terrain can recur without direct continuity.
- Separate orientation from location. A Roman feature and a modern street can point the same way while lying several metres apart.
- Look for interruption. Medieval walls, Pombaline foundations, cellars and utilities can remove the connecting evidence between two secure points.
- State the scale of confidence. “A Roman north–south parcel trend is documented” is stronger than “this modern street is Roman.”
This method produces a richer city, not a less exciting one. Certainty about every street would reduce Olisipo to a diagram. The actual evidence shows repeated acts of urban ordering, adaptation and repair. Municipal authorities marked parcels; owners changed functions; defensive works altered access; later builders reused stone and foundations. The city plan was a process rather than a single founding gesture preserved unchanged.
There is also a useful counter-reading. Some scholars and guides emphasize continuity because routes often persist in old cities. That broad principle is reasonable. Roads can be remarkably durable, especially where gates, bridges, slopes or waterfront access constrain alternatives. In Lisbon, however, the 1755 destruction and subsequent reconstruction of Baixa created an unusually powerful interruption, while Alfama preserved a different, more incremental pattern. Continuity should therefore be expected unevenly. It may be more convincing as a general passage between hill and river than as a claim about the exact centre line of a particular Baixa street.
Comparative travel can clarify the issue. Évora offers more immediately visible Roman monumentality and a different relationship between ancient remains and later streets. An archaeology-led sequence should follow the evidence from power to production
A productive way to read Roman Lisbon is to begin high enough to understand the civic slope, then descend toward the former waterfront. This is an editorial sequence, not a claim that one exact Roman route has been preserved or personally tested. Its purpose is to make each site answer a different part of the historical question.
Begin at the Museu de Lisboa–Teatro Romano
Start with the theatre because it provides scale, architectural vocabulary and social structure. Identify the orchestra, the stage infrastructure and the surviving relationship to the rock. Ask where elites entered, where they sat and how the stage building would have controlled the view toward the river. The crucial observation is not that Lisbon possessed a theatre; many Roman cities did. It is that Olisipo placed this theatre in a highly visible relationship with the slope and the port landscape.
Descend through the Cathedral and lower Alfama zone

Olisipo persists less as a fossilized map than as a set of durable relationships: hill to river, monument to audience, workshop to shoreline, parcel to route.
